Somalia’s al Shabaab say to attack Uganda, Burundi

By Abdi Sheikh and Ibrahim Mohamed MOGADISHU | Thu Dec 23, 2010 (Reuters) – Somalia’s al Qaeda-linked al Shabaab rebels said on Thursday they would increase their attacks against Uganda and Burundi after the Islamist rebels joined forces with rival extremists Hizbul Islam.

Al Shabaab claimed responsibility for twin suicide bombings in the Ugandan capital Kampala on July 11, which killed 79 people watching the World Cup final on television.

It was Shabaab’s first attack outside Somalia and heightened concerns about its ability to carry out more attacks in the region and beyond.

The rebels said they would hit out at Uganda and Burundi for having their troops in Mogadishu as part of African Union’s (AU) peace force AMISOM, which is trying to bring stability to the anarchic Horn of Africa country.

“We, al Shabaab and Hizbul Islam have united and we warn Uganda and Burundi forces and their people that we shall redouble our attacks,” Sheikh Ali Mohamud Rage, al Shabaab’s spokesman told a media conference in Mogadishu.

“We also inform our brothers in Afghanistan, Iraq, Nigeria and Uganda, that we have united in one name — al Shabaab.”

Kenya, Uganda and Tanzania have issued security alerts after a grenade exploded at a bus depot in Nairobi on Monday.

Uganda said on Monday it had received intelligence reports than an al Qaeda-linked group was planning to hit the east African country during the festive season.

“Starting from today we are al Shabaab, we have joined them,” Abdifatah Moalim, an official who represented Hizbul Islam said.

Twice hit by al Qaeda-linked attacks, Kenya has long cast a wary eye at its lawless neighbor Somalia, where al Shabaab militants have been waging a three-year insurgency against the Western-backed Somali government and want to impose a harsh version of Islamic law.

In 1998, al Qaeda car bombs hit the U.S. embassies in Dar es Salaam and Nairobi, killing 224 people.

Al Shabaab and Hizbul Islam control most of central and south Somalia as well as much of the capital, hemming Western-backed President Sheikh Sharif Ahmed’s beleaguered government into just a few blocks in Mogadishu.

The AU force, which backs Ahmed, has said the merger of the rebel groups could lead to more violence.

More than 21,000 civilians have been killed in Somalia since the al Shabaab insurgency started in 2007.

Lawless Somalia has not had a functioning government since 1991, when rival warlords overthrew dictator Mohamed Siad Barre and then turned on each other.

UN to send more African troops to Somalia

The UN has agreed to increase the African Union’s peacekeeping force in Somalia. Four thousand extra troops will be send to the capital Mogadishu to fight the Islamist rebel group Al-Shabaab.

The peacekeeping force, known as AMISOM, currently consists of soldiers from Uganda and Burundi. Uganda is expected to send the extra troops. The force will increase from 8,000 to 12,000 soldiers.

African nations had asked for an increase to 20,000 troops, but the UN’s Security Council called that excessive. AMISOM’s costs are largely paid for by the international community.

Since dictator Mohamed Siad Barre was removed in 1991 Somalia has been gripped by civil war and without a functioning national government Due to the anarchy, piracy off the Somali coast has become a source of violence and worry for international shipping companies.

Western security officials say Somalia is a breeding ground for Islamist militants and is attracting increasing numbers of foreign jihadists.

Les rebelles islamistes d’Al Chabaab, basés en Somalie, annoncent vouloir intensifier leurs attaques contre l’Ouganda et le Burundi après leur alliance avec leurs anciens rivaux islamistes de l’Hizboul Islam.

 

“Nous, Al Chabaab et Hizboul Islam, nous sommes unis et prévenons les forces ougandaises et burundaises et leur population que nous allons intensifier nos attaques”, a dit le cheikh Ali Mohamud Rage, porte-parole d’Al Chabaab, lors d’une conférence de presse à Mogadiscio. “Nous informons également nos frères en Afghanistan, en Irak, au Nigeria et en Ouganda que nous nous sommes unis sous un même nom – Al Chabaab”.

 

L’Ouganda a dit lundi avoir reçu des informations de ses services de renseignement selon lesquelles le groupe lié à Al Qaïda s’apprêtait à commettre des attentats dans le pays durant la période des fêtes de fin d’année. A eux deux, Al Chabaab et Hizboul Islam contrôlent désormais l’essentiel du sud et du centre de la Somalie ainsi qu’une majeure partie de la capitale, Mogadiscio, où vit retranché le président Cheikh Charif Ahmed, soutenu par l’Occident et protégé par une force de maintien de la paix de l’Union africaine.

 

Cette force, l’Amisom, est composée de soldats ougandais et burundais et passera bientôt de 8.000 à 12.000 soldats

Génocide rwandais: Mbarushimana mis en examen

Le Rwandais Callixte Mbarushimana, secrétaire exécutif des Forces Démocratiques des Forces de Libération du Rwanda, a été mis en examen pour crimes contre l’humanité par le juge parisien René Cros. Il est soupçonné d’avoir participé au génocide rwandais de 1994.

 

La principale organisation des survivants du génocide, Ibuka, l’accuse d’avoir “fait massacrer” des collègues tutsis qui travaillaient avec lui au Programme des Nations Unies pour le développement et d’avoir participé à des massacres tutsis aux alentours des barrages routiers de Kigali.

 

Le rebelle hutu rwandais est également accusé de meurtres, viols, tortures, et persécutions, commis pendant le conflit armé de 2009 opposant son organisation aux Forces armées de la République Démocratique du Congo ainsi qu’aux Forces rwandaises de défense.

 

M. Mbarushimana avait été arrêté le 11 octobre dernier en France sur la base d’un mandat d’arrêt international par la Cour pénale internationale. Il est également visé par une information judiciaire à la suite d’une plainte en 2008 du Collectif des parties civiles pour le Rwanda. Depuis novembre, la Cour d’appel de Paris a donné son aval à la Cour Pénale Internationale, cependant ses avocats ont formé un pourvoi en cassation, ce qui a retardé au 12 janvier l’examen du dossier.

 

 

Rwanda: Mise en garde de Kagame contre un ‘retour en arrière’

Kigali, Rwanda – Le chef de l’Etat rwandais, Paul Kagame, a mis en garde mardi soir à Kigali contre un “retour en arrière” au Rwanda, affirmant que ce serait une “tragédie”, si la même histoire récente (du génocide) se répétait dans ce pays d’Afrique centrale.

 

“S’il y a encore un groupe de gens qui veulent faire sombrer le Rwanda dans une période similaire à celle récente (du génocide de 1994) ce sera un déluge et ils le regretteront fort (…); mais l’histoire ne pourra jamais se répéter, si tout le monde regarde résolument vers l’avenir du pays”, a déclaré le président rwandais lors de la clôture des travaux d’une conférence sur le dialogue national qui regroupait à Kigali les hautes autorités administratives de ce pays, les leaders d’opinion, les représentants de la Société civile, ainsi que la diaspora rwandaise.

 

“Tout le monde doit s’y atteler afin que cette triste histoire récente ne se reproduise plus au Rwanda”, a déclaré le président rwandais, faisant apparemment allusion aux propos émanant des détracateurs du régime en place à Kigali, incitant notamment au génocide et à la haine.

 

Selon le président rwandais, il est “déplorable” que toutes les forces génocidaires demeurent encore actives, notamment au niveau de la sous-région, au “su et au vu de tout le monde”.

 

“Pensez-vous que ces forces génocidaires [les combattants Hutus des FDLR] ont élu leur base à l’est de la République démocratique du Congo (RDC) par un pur hasard ? (…) Et si une occasion leur était offerte, pensez-vous qu’ils ne pourraient pas revenir et achever leur plan d’extermination?”, s’est interrogé le chef de l’Etat rwandais à l’adresse d’une foule de gens stupéfaits.

 

Le mouvement rebelle hutu rwandais, les Forces démocratiques pour la Libération du Rwanda (FDLR), opérant à l’est de la République démocratique du Congo, entretient une armée composée de quelque 6.500 combattants accusés, pour la plupart, d’avoir trempé dans le génocide de 1994 qui avait fait plus de 800.000 morts, essentiellement parmi la communauté tutsie.

 

 

Rwanda Tells IMF Its Economy is Expected to Have Expanded by 6.5% in 2010

Rwanda’s economy probably expanded by 6.5 percent this year, the country’s finance minister and central bank governor said in a letter to the International Monetary Fund that was published on the lender’s website today.

Annual inflation is likely to be below 5 percent by the end of the year, lower than a 7 percent target, while the current account deficit will be 7 percent, rising to 9.5 percent in 2011, Finance Minister John Rwangombwa and Governor of the National Bank of Rwanda, Francois Kanimba, said in the letter.

While credit growth to private companies was about 11 percent, less than the 20 percent expected, it may rise to 22.4 percent next year, the two officials said. Broad money growth was 13 percent this year and will rise to 13.8 percent in 2011.

Rwanda has agreed to limit borrowing for its national airline and a conference center in the capital to $240 million, the officials said. Separately two state-owned banks are seeking $55 million in loans, they said.

Rwanda: Resolutions of the 8th National Dialogue

The 8th National Dialogue (Umushyikirano) ended on Tuesday at the Parliamentary buildings, after two days of deliberation on the status of the development process, assessing the performance in 2010 and setting targets for 2011.

President Paul Kagame chaired the event during which the Prime Minister Bernard Makuza presented a report on the implementation of the 2009 resolutions.

This year’s edition attracted representatives of the central and local government, legislators, the private sector, civil society, religious leaders, development partners, Rwandan Diaspora as well as Diplomatic corps.

The dialogue was broadcast live on national radio and television and close to 100, 000 people followed the proceedings online. The public was able to participate through text messages and phone-in interventions.

The just concluded 8th National Dialogue came up with several recommendations to be implemented in the coming year.

Economy

Following an earlier presentation by the Minister of Finance, John Rwangombwa, on the performance and progress of Umurenge SACCO programme which is yet to attract a large membership base, it was resolved that leaders, at all levels, mobilise people to join the programme which is aimed at encouraging the saving culture.

It was agreed that the masses be encouraged to “own” the SACCOs and also understand that they are for their own benefit.

Also agreed was to increase the capacity of microfinance institutions to increase savings and lending especially in rural areas, as a way of supporting investment in rural projects like agriculture.

Participants identified and agreed on new measures of water harvesting to increase irrigation in marshlands and on hillsides as means to support agriculture in times when rains are increasingly becoming unreliable. The private sector was urged to be part of plans which will see at least 100, 000 hectares under irrigation in the next 7 years.

It was also resolved that the youth saving scheme COOJAD be merged with Umurenge SACCO to make it more effective and also boost Umurenge SACCO in terms of numbers and resources.

It was resolved that people settling in marshlands be moved with immediate effect and reserve marshland areas for agricultural purposes.

Dominating the two-day debate were high prices of foodstuffs in the City yet a few kilometres away farmers “dump” their produce to traders at give away prices. It was agreed that prices of food be revised with immediate effect by the concerned parties.

Good Governance

Streamline and strengthen measures to fight genocide and the genocide ideology. Also agreed was to urgently look into welfare of genocide survivors as well as the state of memorial sites, with all districts urged to take up the responsibility.

Streamlining the committee charged with coordinating volunteers, with particular emphasis on identifying the needs for volunteers to work properly.

On decentralisation, it was resolved that all levels of governance and with in the private sector, leadership should be brought closer to the people through good customer care aimed at developing all Rwandans in general. Those cited in poor service delivery will be dealt with.

Encouraging all Rwandans still in exile to return home and “see” with their own eyes the “new Rwanda” and thereafter consider returning home.

Social Welfare

It was resolved that Kinyarwanda language be allocated enough time on the curriculum to allow Rwandan children time to know their culture and language while sports should be made compulsory on the curriculum for healthier children.

Eradicating poor housing, with particular emphasis on eliminating grass-thatched houses. The government to build for the needy while those with capacity will be urged to eliminate them by end of 2011.

Parents through their associations with teachers urged to monitor the education progress of their children. Also to be focussed on will be increasing the numbers and capacity of Vocational Training Schools (TVET).

“Kinyarwanda Parliament” to be established by the Ministry of Sports and Culture by early next year.

Fast tracking the 12 Year Based Education.

Local Government leaders to oversee the construction of toilets as a way of promoting sanitation.

Preparing the list of people who have committed economic crimes so that they can be brought to justice. The Judiciary to follow up.

Reforming pension and social security laws to benefit all.

Encouraging countries harbouring gencoidaires to extradite them or use the laws against genocide in those particular countries to prosecute them.

Rwanda: France Charges Fdlr Leader With Genocide

A French judge has charged top FDLR leader, Callixte Mbarushimana, for his role in the 1994 Genocide against the Tutsi, in Rwanda.

According to reports from France, Mbarushimana, the Secretary General of the Democratic Forces for the Liberation of Rwanda (FDLR) militia was, on Tuesday, charged with crimes against humanity by examining magistrate Rene Cros, He was arrested in October.

The International Criminal Court (ICC) in The Hague had also indicted him for war crimes and crimes against humanity committed in the Democratic Republic of Congo (DRC).

The 47-year-old was arraigned following a lawsuit filed by Collectif des Parties Civiles pour le Rwanda (CPCR), a genocide victim’s rights group based in France, and Ibuka, the umbrella organisation of Genocide survivors’ associations.

Mbarushimana who had been living in France was questioned over suspected personal involvement in massacres at road blocks in Kigali and other parts of the country during the Genocide.

The new development in Mbarushimana’s case was welcomed by Ibuka, describing it as a “first step” towards justice.

“He appeared before a judge for a preliminary hearing. The real case hasn’t gone into substance yet, but the fact that he was questioned about crimes committed during the 1994 Genocide against the Tutsi is a promising development,” said Theodore Simburudari, the president of Ibuka.

“We maintained that Mbarushimana, on top of committing war crimes in the DRC, committed Genocide crimes prior to that. He is remembered during the Genocide, as an employee of the UN who used the logistics at his disposal to engage in the massacres”.

Simburudari added that Mbarushimana should face charges for the murders, rapes and torture he directed during the Genocide, before answering the ICC charges.

“They are the same crimes that we want him to be charged with. He killed people in Nyakabanda and Nyamirambo (suburbs of Kigali) where he mounted roadblocks dressed in army fatigues. Many people were killed at these roadblocks,”

“There were also employees of UNDP who were killed after the evacuation of foreign staff. He played a role in that, before using UNDP cars to move around supervising roadblocks,” Simburudari said.

He added that when the genocidal government fell, Mbarushimana used his UN connections to work in several countries for the UN; including Angola and Kosovo, before he was exposed and subsequently fired.

In November, a court ruled that he could be sent to the ICC on condition he is not sent back to Rwanda, but Simburudari said that his victims would be prefer if he was charged in Rwanda or sent to the Arusha-based International Criminal Tribunal for Rwanda (ICTR).

Mbarushimana has been living in France as a political refugee since 2002 where he conducted FDLR duties, including fundraising and advocacy.

The Government of Rwanda welcomed Mbarushimana’s arrest, with Justice Minister Tharcisse Karugarama terming it as a “positive and first step” towards the international community finally deciding to apprehend the free-roaming heads of the terrorist group.

Congo-Kinshasa : AGOA – Obama exclut, la RDC se défend

Publié le 23 décembre 2010 (Le Potentiel) – Figurant avec 37 autres pays africains au Sud du Sahara sur la liste des pays bénéficiaires du statut de partenaire commercial privilégié avec les Etats-Unis, la RDC vient d’en être « exclue » par le président américain Obama. « Une mesure totalement injustifiée », répond le gouvernement congolais.

La République démocratique du Congo cesse de figurer, à partir du 1er janvier 2011, sur la liste des pays africains éligibles à un statut de partenaire commercial privilégié avec les Etats-Unis.

« J’ai déterminé que la RDC n’effectuait pas les progrès nécessaires pour répondre aux critères » de l’AGOA (Africa Growth and Opportunity Act), a annoncé mardi 21 décembre 2010 le président américain Barack Obama, dans un décret rendu public par la Maison Blanche à Washington.

« J’ai donc décidé de mettre fin à la désignation de la RDC comme pays bénéficiaire » de cette loi américaine, qui prend en considération les avancées ou les reculs démocratiques des pays concernés, à l’occasion de la révision annuelle de l’AGOA.

Selon un haut responsable américain cité par l’AFP et ayant requis l’anonymat, « le président Obama a estimé que la RDC n’était pas éligible à recevoir les avantages de l’AGOA en 2011, parce qu’elle a échoué à répondre à ses critères ».

En l’espèce, a-t-il souligné, « les forces de sécurité de la RDC et d’autres groupes armés continuent de commettre des violations des droits de l’Homme à grande échelle, en particulier des viols » dans l’Est de la RDC. Alléguant que le gouvernement congolais « n’a pas réagi aux demandes des Etats-Unis et de la communauté internationale pour remédier à cette situation ».

Instaurée par le Congrès américain en 2000, la version actuelle de l’AGOA établit jusqu’en 2015 une coopération économique et commerciale avec l’Afrique. Ce programme facilite les exportations africaines vers les Etats-Unis pour soutenir le développement économique, mais aussi les réformes en Afrique subsaharienne.

KINSHASA DENONCE « UNE DECISION TOTALEMENT INJUSTIFIEE »

A Kinshasa, le gouvernement a vivement réagi mercredi 22 décembre 2010 à la perte par la RDC du statut de partenaire commercial privilégié des Etats-Unis.

« Le gouvernement de la RDC prend acte de cette mesure (…) mais (la) considère comme totalement injustifiée. Ce qui est dit comme justification de cette mesure est totalement faux. Les forces armées (de la RDC) ne sont pas à mettre sur le même pied d’égalité que les groupes armés qu’elles combattent. Même lorsque nos garçons commettent des actes répréhensibles, ils sont poursuivis et condamnés », a expliqué dans un point de presse le ministre de la Communication et des Médias, Lambert Mende, porte-parole du gouvernement.

« On inflige cet énième camouflet au gouvernement, à l’armée congolaise, alors que cinq de nos éléments sont tombés hier, les armes à la main, sous les balles des terroristes des groupes armés auxquels on les assimile (…). Quel cynisme de pouvoir les sanctionner comme auteurs des faits dont les FDLR (rebelles hutu rwandais) sont coupables ! », s’est-il indigné.

A son avis, « le président Obama est manifestement victime de ceux qui manipulent l’opinion », parce que « c’est quelqu’un qui peut se tromper et il s’est trompé en l’espèce ».

« La RDC, membre de l’AGOA depuis 2005, n’a jusqu’ici pas profité de sa présence au sein de cette organisation. Il faut donc que le gouvernement congolais s’emploie dans l’amélioration quantitative et qualitative de sa production agricole, notamment pour que le pays tire ses comptes dans l’organisation », avait déclaré en 2008 le ministre congolais de l’Economie.

Rentrant de Washington, où il avait pris part aux travaux du 7ème forum de l’AGOA, tenus sous la direction de la secrétaire d’Etat américaine de l’époque, Condoleeza Rice, il avait préconisé l’institution d’ un point focal AGOA en RDC. « De manière à créer des actions de visibilité dans sa coopération au sein de ce marché », avait-il expliqué.

Dans la foulée, il avait dit que « le fromage du Kivu, le mangoustan, l’orange et tant d’autres fruits cultivés en RDC pourront prochainement être exportés aux Etats-Unis dans le cadre de la Loi sur la croissance et les possibilités économiques en Afrique (AGOA) ».

A l’époque, l’AGOA avait produit près de 55 milliards de dollars américains de bénéfices, tirés des échanges commerciaux entre les pays membres depuis sa mise en place en 200.

LA COOPERATION AMERICAINE EN AFRIQUE AXEE SUR LE MILLENIUM CHALENGE ET L’AGOA

La Loi sur la croissance et les possibilités économiques en Afrique (AGOA) a été promulguée le 18 mai 2000 par le président Bill Clinton. Elle « permet à des pays d’Afrique subsaharienne d’exporter vers les Etats-Unis d’Amérique, sans douane, ni contingent, des produits répondant aux règles d’éligibilité et d’origine définies ».

« Le 13 juillet 2004, le président George W. Bush a signé une nouvelle loi qui élargit le champ d’application de l’AGOA et prolonge les bénéfices du régime jusqu’en 2015 », rappelle-t-on.

Parmi les critères d’éligibilité, figurent la pratique d’une économie de marché, le respect de la loi et du pluralisme politique, une bonne gouvernance, le respect des droits de l’Homme et de ceux des travailleurs, l’équité de l’appareil judiciaire, l’élimination des barrières au commerce et à l’investissement américains et les efforts de lutte contre la corruption.

On comptait 37 pays africains éligibles à l’AGOA : Angola, Afrique du Sud, Bénin, Botswana, Burkina Faso, Cameroun, Cap-Vert, Tchad, République Démocratique du Congo, République du Congo, Djibouti, Ethiopie, Gabon, Gambie, Ghana, Guinée, Guinée Bissau, Kenya, Lesotho, Madagascar, Malawi, Mali, Mauritanie, Maurice, Mozambique, Namibie, Niger, Nigeria, Rwanda, Sao Tomé et Principe, Sénégal, Seychelles, Sierra Leone, Swaziland, Tanzanie, Ouganda et Zambie.

Pour rappel, chaque année, un forum est organisé pour faire le bilan d’étape des progrès réalisés dans le domaine de la mise en oeuvre de l’AGOA. La première rencontre qui s’est tenue hors des Etats-Unis a eu lieu à l’Ile Maurice, du 15 au 17 janvier 2003.

 

 

TOTAL : intéressé par un bloc pétrolier au Congo – sources

23/12/2010 LONDRES (Dow Jones)–Total SA (FP.FR) est en discussion en vue de participer à l’exploration d’un bloc pétrolier détenu par des entreprises sud-africaines dans l’est du Congo, ont indiqué cette semaine des sources proches du dossier.

Total discute avec SacOil Holdings Ltd. (SCL.JO) et DIG Oil en vue de prendre une participation dans ce bloc, qui se situe près du Lac Albert, en échange de la prise en charge des coûts d’exploration initiaux, ont précisé ces personnes.

Selon l’une d’entre elles, les négociations portent sur 35% du Bloc III, son exploration initiale ainsi qu’un paiement en numéraire.

Dans la région du Lac Albert, mais côté Ouganda, Total a déjà conclu un accord avec Tullow Oil PLC (TLW.LN).

Selon les sources, l’italien Eni SpA (E) et l’américain Exxon Mobil Corp. (XOM) ont eux aussi exprimé leur intérêt pour le bloc congolais.

Total, Eni et Exxon Mobil n’ont pas souhaité apporter de commentaire.

Uganda’s Economy May Expand 6-7% in 2009-10, Central Bank Says

Dec. 23 (Bloomberg) — Uganda’s economy will expand between 6 percent and 7 percent in the fiscal year through June , said Adam Mugume, the central bank’s director of research.

The country’s export revenue is rising because of a recovery in the coffee industry, Mugume told reporters in the capital, Kampala, today. Inflation in the East African country will probably remain within the bank’s target over the year, he said, without giving details.

Finance Minister Syda Bbumba on June 10 forecast that growth would accelerate to 6.4 percent in the current fiscal year from 5.8 percent in the year earlier, led by agriculture and the energy industry. Gross domestic product would expand 10 percent in the 2011-12 fiscal year, he said on Nov. 24.

Uganda, with a population of more than 30 million people and an economy of $16.4 billion, will become an oil producer next year when Tullow Oil Plc starts production at its Kasamene field. The nation is trying to reduce its reliance on foreign donor aid, which accounts for about 4.6 percent of gross domestic product, according to World Bank data.

Tanzanian government owes TTCL USD500k in unpaid bills

The government of Tanzania reportedly owes state-backed national PTO Tanzania Telecommunications Company Limited (TTCL) more than TZS7.2 billion (USD501,000) in unpaid communication services bills, making it hard for the telco to improve its financial position and roll out services to underserved areas. The telco’s chief executive officer, Mr Said Said, is quoted as saying that his company needs TZS322 billion (USD230 million) to invest in the equipment necessary for the planned expansion, and to compete with rivals in the domestic market. Mr Said told the country’s minister for communication Prof Makame Mbarawa that payment of its bill would allow TTCL ‘to improve and extend our services and coverage in the country.’ The minister has promised to ‘work’ on the matter.

According to TeleGeography’s GlobalComms Database, TTCL has been struggling with its finances for several years. Indeed, in October 2009 the nation’s Parliamentary Committee on Infrastructure requested that the government bail out its ailing national fixed line PTO, arguing the company could be close to collapse.

Kenyan parliamentarians make a stand against ICC

Kenyan parliamentarians have formally taken a stance that sets them on a collision course with the International Criminal Court, ICC.

The Chief Prosecutor at the court, Luis Moreno Ocampo, is determined to investigate and prosecute people accused of bearing the greatest responsibility for the violence which erupted in Kenya following the elections of 2007.

A week ago, Mr Ocampo finally revealed the names of six people he would like to prosecute for crimes against humanity, and they include senior politicians like Kenya’s Finance minister, Uhuru Kenyatta.

But just before parliamentarians left for their Christmas break in Nairobi last night, they passed a motion urging the government to withdraw from the Rome Statute that established the ICC.

Côte d’Ivoire : 173 morts en cinq jours selon l’ONU

La Haute commissaire adjointe aux droits de l’Homme de l’ONU, Kyung-Wha Kang, cite des informations reçues par des responsables des droits de l’homme sur place. De son côté, Guillaume Soro, premier ministre d’Alassane Ouattara, avance le chiffre de 200 personnes tuées et 1.000 blessées depuis l’échec le 16 décembre d’une marche des partisans de M. Ouattara contre la télévision d’Etat tenue par les pro-Gbagbo. Il évoque également la disparition d’environ 40 personnes et plus de 730 arrestations.

Gbagbo orders UN peacekeepers to leave Ivory Coast

18/12/2010 –ABIDJAN, Ivory Coast (AP) — The man who refuses to step down from the presidency ordered thousands of U.N. peacekeepers to leave Ivory Coast immediately on Saturday, calling the global body that has endorsed his political rival an “agent of destabilization.”

The move was the latest act of political defiance by Laurent Gbagbo, who has been in power since 2000 and maintains he is the rightful winner of last month’s runoff vote in the West African nation despite growing international pressure on him to concede defeat.

The statement read on state television came just two days after as many as 30 people were killed in street violence in Ivory Coast. Earlier Saturday, masked gunmen opened fire on the U.N. base; no one from the U.N. was harmed in the attack.

Gbagbo’s spokeswoman said Saturday that the U.N. mission known as UNOCI has not remained neutral in the election dispute and accused it of arming the New Forces rebels allied with opposition leader Alassane Ouattara.

The United Nations certified results showing that Ouattara had won by “an irrefutable margin.” The U.N. had been invited by the country itself to supervise the vote and certify the outcome following a peace accord after Ivory Coast’s 2002-2003 civil war.

“The state of Ivory Coast considers that the UNOCI has shown itself to be guilty of serious misconduct, which indubitably proves that it is an agent of destabilization and contributes to the further division of the Ivorian people,” she said.

In New York, U.N. peacekeeping chief Alain Le Roy was holding an emergency meeting of his department’s crisis team to discuss a response to Gbagbo’s request, said a U.N. official, speaking on condition of anonymity.

It remains unclear what weight Gbagbo’s demand would have since the U.N. doesn’t consider him to be president. There are about 9,000 U.N. peacekeepers in the country, and about 800 of them have been protecting the compound from which Ouattara is trying to govern the country.

Gbagbo also called for the departure of about 900 French forces who have been supporting the U.N. peacekeepers.

While the United States, France and the African Union have endorsed Ouattara as the rightful winner of the election, Gbagbo maintains control of both the military and state media.

Earlier Saturday, masked men in military uniforms opened fire on the U.N. base after following guards back from a patrol, the U.N. mission said. No one at the U.N. was harmed in the shooting.

The six armed men in a civilian vehicle shot at the patrol as it entered the mission compound early Saturday and continued firing along the wall of the compound, the U.N. mission said in a statement. The U.N. guards returned fire.

Saturday’s violence comes just two days after as many as 30 people were killed during violent protests. Ouattara called on his supporters on Thursday to seize key state institutions that Gbagbo has refused to let go of. Police and troops loyal to Gbagbo prevented Ouattara’s supporters from marching on government buildings Friday.

International pressure is growing on Gbagbo to give up his claim to power in this nation that was once an economic hub because of its role as the world’s top cocoa producer. The civil war split Ivory Coast in a rebel-controlled north and a loyalist south, and many had hoped that the election would help reunite the country.

While the country officially reunited in a 2007 peace deal, Ouattara still draws his support from the northern half of the country where he was born while Gbagbo’s power base is in the south.

Gbagbo claimed victory in the presidential election only after his allies threw out half a million ballots from Ouattara strongholds in the north, a move that infuriated residents there who have long felt they are treated as foreigners in their own country by southerners.

National identity remains at the heart of the divide. The question of who would even be allowed to vote in this long-awaited election took years to settle as officials tried to differentiate between Ivorians with roots in neighboring countries and foreigners.

Ouattara had himself been prevented from running in previous elections after accusations that he was not Ivorian, and that he was of Burkinabe origin.

Le président ivoirien sortant contesté qui a prêté serment le 6 décembre dernier estime que les casques bleus ne sont plus crédibles.

“Le président de la République de Côte d’Ivoire vient de demander le départ immédiat du territoire ivoirien de l’Onuci et des forces françaises qui la soutiennent”, déclare sa porte-parole à la télévision d’Etat.

Laurent Gbagbo s’oppose d’ores et déjà au renouvellement de cette opération qui compte près de 11 000 hommes et qui expire ce lundi 20 décembre. Le siège de l’Onuci a essuyé des tirs dans la nuit de vendredi à samedi.

Le président français Nicolas Sarkozy l’a appelé hier à céder le pouvoir à son rival Alassane Ouattara faute de quoi il s’exposera à des sanctions.

Alassane Ouattara a été déclaré vainqueur de la présidentielle du 28 novembre par la commission électorale. Et la communauté internationale l’a reconnu comme le président élu.

Les tentatives de médiation ont échoué. Et les partisans de Gbagbo et de Ouattara semblent prêts à en découdre. Le climat ambiant de guerre civile fait craindre le pire. Jeudi déjà, des violences ont endeuillé Abidjan après des affrontements qui ont fait entre onze et une trentaine de morts.

Afrique-USA : Les Etats-Unis et l’Afrique du Sud ont signé un accord-cadre de partenariat pour lutter contre le VIH/Sida

LIBREVILLE, 18 décembre (Infosplusgabon) – Les Etats-Unis et l’Afrique du Sud ont signé récemment un accord-cadre de partenariat qui va orienter les efforts futurs de lutte contre le VIH/SIDA en Afrique du Sud.

L’accord a été signé au cours d’une cérémonie à Washington DC par la Secrétaire d’Etat américaine, Hillary Rodham Clinton et la ministre sud-africaine de la Coopération et des Relations Internationales, Maite Nkoana Mashabane.

Selon un communiqué du Département d’Etat, ce partenariat dans le cadre du Plan d’urgence du président américain pour la lutte contre le SIDA (PEPFAR) prévoit un programme stratégique commun de coopération sur cinq ans entre le gouvernement d’Afrique du Sud, le gouvernement américain et d’autres partenaires.

“Nous sommes à un point où l’Afrique du Sud renverse la tendance du VIH/SIDA. C’est un moment passionnant et nous passons déjà en revue les études faites par le gouvernement sud-africain qui montrent que l’infection au VIH recule chez les jeunes. Nous voulons faire de notre mieux pour être un bon partenaire”, a déclaré Mme Clinton.

“Nous travaillons ensemble à relancer des relations bilatérales très fortes et très importantes élevées à un autre niveau par ce partenariat et ce dialogue stratégiques que nous avons consolidés en signant cet accord – dans cette salle même – au mois d’avril”, a pour sa part indiqué Mme Mashabane.

Ce partenariat soutient les objectifs de la stratégie nationale sud-africaine de lutte contre le VIH/SIDA, tout en contribuant aux objectifs internationaux du PEPFAR en matière de prévention, de prise en charge et de traitement.

Ce cadre de partenariat met l’accent sur la durabilité, l’expertise locale, la coordination et la responsabilité dans la lutte contre le SIDA.

Le Cadre du PEPFAR va s’appuyer sur le soutien américain actuel aux efforts de l’Afrique du Sud pour la prévention, le traitement et la prise en charge du VIH pour des millions de personnes dans ce pays.

Pour la seule année 2010, les financements du PEPFAR ont permis à près de 92.000 adultes et enfants en Afrique du Sud d’avoir accès au traitement, tandis que cinq millions de Sud-Africains ont été dépistés pour le VIH et ont bénéficié d’un soutien psychosocial avec l’appui des Etats-Unis.

Le président Barack Obama a fait de la lutte contre le SIDA une pierre angulaire de son Initiative pour la santé mondiale.

Un principe directeur de cette initiative est le soutien à l’appropriation par les pays de cette dernière et à travers ce cadre de partenariat, les Etats-Unis vont aider l’Afrique du Sud à renforcer ses capacités à maintenir ses progrès sur le VIH/SIDA à long terme. Europe shares retreat from 27-mth high; SAS soars

LONDON | Thu Dec 23, 2010 Dec 23 (Reuters) – Britain’s FTSE 100 .FTSE topped the 6,000-mark on Thursday for the first time since June 2008, while the pan- European FTSEurofirst 300 pulled back from a 27-month high touched earlier in thin pre-Christmas trade.

The UK benchmark ended officially at 5,996.07 after reaching a high of 6,000.55 just before the close.

The pan-European FTSEurofirst 300 .FTEU3 provisionally closed 0.1 percent lower at 1,146.58 points, after three straight sessions of rises.

Scandinavian carrier SAS (SAS.ST) climbed 14.5 percent, while Germany’s Lufthansa (LHAG.DE) put on 0.3 percent.

Heavyweight miners, however, were among the top sectoral losers, with the STOXX Europe 600 basic resources index .SXPP down 0.6 percent as copper CMCU3 fell from a record high hit earlier this week on year-end book squaring.

“Expectations have improved a lot because we haven’t had a double dip (recession), earnings are strong and the consensus for the economy next year will be strong,” said Mark Bon, fund manager at Canada Life in London.

Chinese Trade With Africa Jumps in 2010

VOA News 23 December 2010 China says its trade with Africa surged by 43 percent during the first 11 months of this year.

A central government report released Thursday says the value of China-Africa trade was $114.8 billion from January to November.

The increase follows a one-year drop in 2009, blamed on the global economic crisis.

The report suggests trade between China and the continent will continue to grow. It notes that China has signed bilateral trade agreements with 45 African countries.

Chinese companies have invested billions of dollars across Africa in recent years, seeking raw materials and markets to fuel China’s economy.

Critics accuse Beijing of helping governments with poor human rights records, in countries like Sudan and Zimbabwe.

Thursday’s report defended China, saying the trade has been mutually beneficial and has helped improve African people’s standards of living.
